2019 Proposed New Rules and Rule Changes

Page 41, Rule 1, #3

Rule reads Letters of recommendation from any three (3) of the following: Stock Contractor Governor; Committeeman Governor; Event Director; or On the approval of the National Contract Acts Director.

Remove Rule 1#3 completely

Rationale:

If a contract personnel is good, he or she will get plenty of work. If, on the other hand they are not any good the contractors and committees will weed then out. In addition to that another card will be sold.

 

Page 120, Rule 28

Rule Reads:

In all times events, when the CES draws positions for a particular rodeo performance and more than one contestant riding the same horse draws up in consecutive positions, the judge may change another contestant to fill position splitting contestants who are riding the same horse, in girl barrel racing, judge will draw at least five (5) contestants, splitting the contestants riding the same horse. Splits must be made 30 minutes prior to each performance. 

Change rule to read:

Secretary to put splits in prior to load sheets going down to load out guys.

Steers should have a right horn brand 1 or 2 inches from the base with a year brand in which they are used in the IPRA rodeos.

Reads:

The calves used in the breakaway event will be different from the calves used in the men’s tie-down roping. Breakaway calves shall not have horns exceeding 3 inches in length.

Take out 3 and replace with 1

Mandatory slack order must remain the same as posted with the day sheet. No changing of slack order last minute to accommodate people running late to the rodeo.

All IPRA rodeos must use certified judges. Certified judges shall be paid a minimum of $200.00 per performance up to a maximum of $250.00 per perf. At rodeos adding $1000.00 or more in any event, judges shall be assigned from the Senior Pro Judges list through the IPRA office. Judges at rodeos adding $1000.00 or more in any event shall be paid a minimum of $250.00 per perf. up to $300.00 per perf. Designated slack shall be considered a performance. Judges pay shall be the burden of the rodeo management, producer, and or Stock Contractor.

Change to:

The IPRA may sanction single events competitions adding a minimum of $5000.00. If other sanctioned events are included they must meet the minimum requirements for sanctioning( Example, Bull Riding with $5000.00 ADM and Cowgirls Barrel Racing with $500.00 ADM ). All other sanction rules will apply.

 

Mark Out rule proposal

In the bareback and saddle bronc events, to qualify for a marking, the rider must have the rowels of the spurs touching the horse above the break of the shoulders when the horses front feet hit the ground on this initial move out of the chute in the case of a stalling horse, the mark out rule will be waived at the discretion of the judge.

 

Bareback and Saddle bronc riding

Rule reads:

The contestant must have both spur rowels touching the animal, one on each side of the animal, anywhere above the break of the shoulders when the animal’s front feet touch the arena floor the first time out of the bucking chute. Failure to do so will result in a five ( 5 ) point deduction per side that mark out is missed. Either judge will have the option to waive the mark out rule if the contestant is fouled or the animal stalls.  

Take out:

Failure to do so will result in a five ( 5 ) point deduction per side that mark out is missed.

Replace with: 

Failure to do so will receive a NO score.
